INVITATION Dear Colleagues, We are pleased to invite you to the IFCW WORLDFORUM '99 Conference and IFCW General Assembly to be held in Helsinki, Finland, on 30 August -4 September 1999. It will be a very special occasion for two reasons: we shall be celebrating the 10th anniversary of the UN Convention on the Rights of the Child as well as the 10th anniversary of the IFCW (International Forum for Child Welfare). As you may recall, the UN General Assembly adopted the Convention on November 20, 1989. The IFCW was founded in connection with the International Conference on Children's Rights, held in Haikko, Finland, in June 1989. The theme of the conference is Empowering Children and is for those working in the field of child welfare (including childcare, policy, and research). Within this theme we wish to discuss child welfare and children's rights issues, such as services for children, family and social relations, coping with change and preventing exclusion; children in different cultures. Barriers, possibilities and mechanisms of empowerment will be identified from the child's point of view as well as from an economic point of view. The Conference will provide an opportunity for us to look back on history as well as - even more importantly - into the future. Please join us in this discussion!
